Construction of the Cedar Hills Park redevelopment is complete! A grand re-opening was held in October of 2019 with great success. The community park now provides better access to a larger variety of recreation opportunities for the community.

The shared access drive to William Walker Elementary School was completed in August and opened to the public in September for school access.

Project Summary & Public Benefits

The voter-approved 2008 bond measure allowed for the redevelopment of this existing community park. Planned improvements include new and updated amenities, such as a multi-purpose synthetic athletic field with lights, expanded parking, play equipment, picnic areas and shelter, community gardens, a permanent ADA accessible restroom, an interactive splash pad, and other sports and recreational amenities. Once the redevelopment of Cedar Hills Park is complete, visitors will also experience better access to and within the park. The planning and design of these improvements was guided by public input, site conditions, project budget, permitting requirements and other related considerations.

Early in 2014, THPRD staff and the project consultant developed two conceptual master plans for the redevelopment of Cedar Hills Park. Both of these plans took into account preliminary site and traffic conditions. Proposed site access and circulation was based on the preliminary traffic impact assessment prepared for the park project by a consultant.

Public outreach efforts, including a neighborhood meeting, were conducted in the summer of 2014. The two conceptual master plans were presented and extensive community feedback was received. Through this feedback, the primary concerns raised related to site access and traffic issues.

As a result, the park district began revisiting the project goals and objectives to determine the best way to proceed with the redevelopment of Cedar Hills Park. In addition, district staff and the project consultant engaged with other agency stakeholders and permitting authorities to better assess the project's permit requirements and planning approach.

At almost the same time, the Beaverton School District (BSD) began developing plans for the reconstruction of William Walker Elementary School, located immediately adjacent to Cedar Hills Park. The timing provided an opportunity to start a collaborative partnership between THPRD and BSD. The park and school districts began a comprehensive and coordinated assessment of planning approaches, site designs and traffic impacts for both redevelopment projects.

Since fall of 2014, THPRD and the project consultant have met several times with City of Beaverton, Washington County and Beaverton School District representatives to collaborate on key project issues and explore opportunities for inter-agency partnerships. These efforts included numerous iterations of the comprehensive traffic analyses, design studies related to site access and circulation, and project funding discussions.

THPRD and BSD held a joint neighborhood meeting on March 30, 2016 at William Walker Elementary School to present a proposed Shared Transportation Plan (see Joint Access Diagram in the documents to the right) and receive public input. This proposed transportation plan reflects a collaborative partnership between THPRD and BSD to best serve the transportation needs of the park and school, and to also share the cost of proposed transportation improvements.

THPRD held a third neighborhood meeting on July 12, 2016 at William Walker Elementary School to present an updated conceptual master plan and receive public input. District staff also provided project updates and reviewed the project schedule. As a result of feedback from the meeting, staff worked with the design consultant to develop a master plan alternative which adjusted the location of the community garden to provide a better gardening experience.

Staff then presented the conceptual master plan and preferred master plan alternative to the THPRD board of directors for their review and feedback at their regular meeting on August 16, 2016. The preferred master plan alternative was well received by the board.

Staff returned to seek board approval of the Preferred Master Plan alternative at their regular meeting on Tuesday, October 11, 2016. At that meeting the THPRD board of directors approved the Cedar Hills Park Preferred Master Plan alternative.

Approved Master Plan

THPRD hosted a fourth neighborhood meeting on Wednesday, November 15th at 6:00 PM inside the cafeteria of the William Walker Elementary School (11940 SW Lynnfield Lane, Portland 97225).

THPRD staff solicited public input to help guide the design of the new 2-5 age playground, splash pad, and multi-use sport court for Cedar Hills Park. Public input was received at the meeting, and online through December 6th, 2017. We received lots of great input from the community during this outreach - Thank you to all who submitted input!

Construction Timeline for the Cedar Hills Park

The Cedar Hills Park Redevelopment project received land use approval from the Beaverton Planning Commission in July 2017. The Beaverton School District’s William Walker Elementary School project also received land use approval at the same time.

Construction preparation and park closure began in January 2018. Once the park was closed in January 2018, tree removals were completed throughout the park in preparation for the park and public street improvements. Orange fencing was erected and maintained throughout construction to help protect all trees to remain.

As part of the joint partnership between THPRD and the Beaverton School District (BSD) to improve Cedar Hills Boulevard and a new entry drive to the William Walker Elementary School, BSD's contractor began work on the entry drive through the park in mid-June 2018. Improvements to Cedar Hills Boulevard began in late June, with the street improvements completed in 2018.

Both districts collaborated on a partnership to share the cost of public improvements to Cedar Hills Boulevard, including the widening of Cedar Hills Boulevard along the park's frontage for new left turn lanes and a new signalized intersection at Huntington Avenue, all proposed to improve overall traffic circulation and site access.

Active construction on the Cedar Hills Park redevelopment began on July 9, 2018. The park improvements required both the 2018 and 2019 summers to complete, with substantial completion anticipated in October 2019 – just after the new William Walker Elementary School next door opens in September 2019.

THPRD Board of Directors Approves Naming of Athletic Field at Cedar Hills Park

In March 2017, the THPRD Board of Directors approved a proposal to name the park's yet-to-be-constructed multi-purpose athletic field after the late Bruce S. Dalrymple, a visionary and influential community leader whose service to THPRD spanned more than 20 years, including 10 years as a member of the district's board of directors (1997-2006). The board's approval to name the athletic field Bruce S. Dalrymple Athletic Field in Dalrymple's honor followed extensive public outreach conducted in early 2017.
