THPRD Awarded Funding for Two NEW Rec Mobiles through PGE’s Drive Change Fund
August 7, 2023: THPRD is excited to announce that it was selected by Portland General Electric’s Drive Change Fund (DCF) to receive funding for two of the district’s latest Rec Mobiles. One of the new vehicles was on full display at this past weekend’s Big Truck Day event and will be back in action for the Tri Together Pedal Run and Dip on August 12 at the Tualatin Hills Athletic Center.
“This grant from PGE is so impactful as it allows us to bring mobile recreation programs out into the community to serve families and children who most need access to outdoor fun and fitness,” said Felicita Monteblanco, THPRD Board President. “We are grateful for the partnership and support from PGE to expand our FREE mobile rec programming to families experiencing financial hardship.”
The PGE DCF is funded via the Oregon Department of Environmental Quality’s Clean Fuels Program. Funded by the sale of Oregon CFP credits, which PGE aggregates on behalf of residential customers who charge their electric vehicles at home, the fund supports projects aimed at expanding electric mobility options and reducing greenhouse gas emissions. The DCF prioritizes projects focused on serving vulnerable populations and underserved communities.
“Portland General Electric is excited to award funds from DEQ’s Clean Fuels Program to support our partners in expanding cleaner transportation systems across the state,” said Elyssia Lawrence, senior manager, Product Manager and head of PGE’s Transportation Electrification team. “Transportation electrification plays an essential role in accelerating the clean energy transition. It is going to take all of us working together to achieve a cleaner and more equitable future for all Oregonians.”
Transportation is the single biggest source of greenhouse gas emissions in Oregon and a major source of other air pollutants. THPRD is excited to partner with PGE to accelerate conversion to electric transportation through the Drive Change Fund.
In addition to the positive impacts on our environment and communities, EV’s are a better consumer choice.
- Cleaner air. EVs have zero tailpipe emissions and reduce carbon monoxide emissions, nitrogen oxide emissions and other toxic compounds.
- Safety and comfort. EVs are quiet, reducing noise pollution in our communities.
- Cost of ownership. Less maintenance – no more oil changes or trips to the gas station! And the price of electricity is regulated unlike gasoline.

The Rec Mobile provides FREE athletic, artistic and educational programs at local schools, in parks and at housing sites, expanding access to families who may not have the ability to come into a center to experience recreational programming.
